Hero Merge Card Requirements
In War Inc: Rising, heroes level up by merging duplicate cards. Each level requires exponentially more cards following the formula: Level N = 2^(N-1) cards.

To max a hero from Level 1 to Level 9 requires a total of 256 cards. Forge Stones are additionally required for levels 7, 8, and 9.
Forge Stones Costs — Exact Values by Rarity and Level
Forge Stones are required to upgrade heroes beyond Level 6. You cannot merge cards past L6 without them. Costs scale with rarity.

Totals are cumulative per hero at the target level (each upgrade requires doubling lower-level heroes, so costs multiply). Primary source: 500 Forge Stones at the 200-spin Wheel milestone; War Inc events drop bonus stones.

Not all summoning methods offer the same value. Here is the cost per mythic hero card for each method, from cheapest to most expensive:

Super Lucky Drawing offers the best value at 780 gems per mythic card during events. For always-available methods, Limited Summon at 833 gems per mythic is the most efficient, followed by Wheel (first 100) at 1,118 and Permanent Summon at 1,429.
Wheel Calculator — Drop Rates & Milestones
The Wheel costs 100 gems per spin with the following drop rates: Mythical 4% (effective 4.5% in cards — 0.5% gives ×2 copies, 3.5% gives ×1 copy), Legendary 15%, Epic 16%, Rare 40%, Resources 25% (Recruit Tickets and Coins). Milestones at 10, 25, 50, 100, and 200 spins provide guaranteed bonus rewards. The 25-spin milestone includes a 500 gem refund.
